Abstract:

Making of Data Infrastructures in Public Health: Case study of E-Manas, Karnataka’s Mental Health Management System

In the recent years, many digital solutions are being developed for data management in public health, electronic health records (EHR) being one of them. While EHRs are purported to become data infrastructure for providing effective healthcare services, building and deploying such infrastructures are a long-drawn and challenging task. In my research, I examine this challenging process of by focusing on the practices, institutions, people and the data itself in making a data infrastructure. To this end, I look at E-Manas, Karnataka’s Mental Health Management system as a case to understand the process of its becoming a data infrastructure for public mental healthcare in Karnataka. In this talk, I present the preliminary findings based on the observation of camps and interviews with various stakeholders about the usage of E-Manas across different districts of Karnataka.
